The six common criteria
REG (EU) 655/2013- Legal compliance
- No claiming a legal requirement as a benefit, and no suggesting official approval.
- Truthfulness
- If the claim says it, the product must actually do it.
- Evidential support
- Held before publication, in the PIF, proportionate to the strength of the claim.
- Honesty
- No overstating what the evidence shows.
- Fairness
- No denigrating competitors or legally permitted ingredients.
- Informed decision-making
- Clear, understandable, relevant to the average consumer.
VERIFY
Two things this tool cannot see. First, your evidence — a claim flagged "evidence required" is perfectly legal if you hold a properly designed study, and unlawful if you don't. Second, context: an image, a before-and-after, or a product name can carry a claim on its own, and the average-consumer reading is judged on the whole presentation. Check the wording against the Technical Document on Cosmetic Claims (Annexes I–IV) and, for anything environmental, the consolidated national transposition of Directive (EU) 2024/825 in each market you sell into.
